A proposal by Phoenix-based commercial developer, Vestar, to bring more than 800,000 square feet of commercial development, including retail and restaurants, along with a plan for major roadway extensions and improvements on arterial roads between Carefree Highway and Sonoran Desert Drive, is headed to Phoenix City Council for final rezoning approval this month.

Vestar has an application pending with the Arizona State Land Departm ent for two parcels along the east side of I-17; one just south of Dove Valley Road, and the other just south of Carefree Highway. [See “First Look at Vestar’s Planned Development,” Valley Vibe, May 2025.]
The proposal was approved by the Planning Commission on Oct. 6. If approved by City Council, an auction date for the land would be set by the state land department.
