Costco & Marriott Hotels Ink Agreements Adjacent to TSMC, South of Future Auto Mall

The long-rumored Costco warehouse store near I-17 and Carefree Highway has officially found a landing spot — on the west side of I-17. 

For years, residents on area community social media pages posted claims that Costco had planned to locate at the northeast corner of I-17 and Carefree Highway, and then at the northeast corner of Dove Valley and I-17 in the proposed retail developments by Vestar, all of which could not be validated by Valley Vibe, as those parcels are still under negotiations for auction with the Arizona State Trust Land Department.  

However, on Friday, Oct. 3, Mack Real Estate Group and McCourt Partners announced that Costco, along with two Marriott hotels and a future auto mall are now officially part of the plans for Halo Vista, a mixed-use development of more than 28 million square feet, including industrial, retail, and office space, surrounding the TSMC chip plant. 

Costco Wholesale along with Courtyard by Marriott and a Residence Inn plan to locate within the Towne Center area between Loop 303 and Dove Valley Road on the west side of I-17.

“The project has entered into agreements for the development of two Marriott hotels—a Courtyard by Marriott and a Residence Inn— to be developed by Phoenix’s Common Bond Development Group, in addition to a Costco store and an auto mall,” Chris Janson, President of Mack Halo Vista LLC, said in a news release. 

Halo Vista is envisioned as a “city within a city” that establishes a hub for science and innovation, driving economic growth in the Phoenix region.

“Today’s confirmation of the first phase of hospitality and retail users marks an important milestone for Halo Vista because it will enable our project to deliver much-needed services in support of the growing TSMC ecosystem, while we simultaneously continue to focus on horizontal infrastructure development that underpins the entire master plan,” Janson said.

An affiliate of Mack Real Estate Group acquired the parcels totaling 2,300 acres at a state land auction in May 2024 for $56.2 million. The developer will be responsible for the development of the roads, water/sewer infrastructure, dry utilities and drainage infrastructure.

The auto mall is planned to be developed on approximately 100 acres at the southwest corner of Carefree Highway and I-17.
