Costco construction slated for Q4 2026, plus first auto mall occupants announced.

A groundbreaking ceremony held in late March marked the start of construction on Halo Vista, a 2,300-acre mixed-use development in North Phoenix on the west side of I-17, which will be home to a Costco, two Marriott hotels, a future auto mall and other mixed uses including industrial, manufacturing, office and residential.

Halo Vista plans include a dedicated zone for advanced manufacturing, a research and technology park, retail, and a town center with a mix of residential, retail, office, medical, fitness and other amenities.

Initial construction on the joint project between Mack Real Estate Group and McCourt Partners, includes site preparation and horizontal infrastructure, according to a news release from the developers. The master plan for the site encompasses nearly 30 million square feet of mixed-use capacity, including industrial, manufacturing, office and retail, surrounding the TSMC chip plant, along with 8,960 housing units and a Towne Center, planned between the southwest corner of I-17 and Carefree Highway and the northwest corner of I-17 and Loop 303.
Construction on the Costco is scheduled to begin in the fourth quarter of 2026, a spokesperson for Halo Vista said in an email. Preliminary site plans for the Halo Vista Retail & Hospitality development along with Costco’s site plan were approved by the City of Phoenix in April. “They are currently working on plant salvage and grading will start as soon as that is complete––a lot of native trees will be incorporated into the site,” the Halo Vista spokesperson told Valley Vibe in an email.
Mack Group will be responsible for the development of the roads, water/sewer infrastructure, dry utilities and drainage infrastructure for the $7-billion master planned project dubbed as a “city within a city,” and designed to transform the area into a global hub for science, innovation, and community.
Other initial tenants anchoring the development along I-17 and Dove Valley include a five-story, dual-branded Marriott hotel with both a Courtyard and Residence Inn, and an auto mall.

Future Expansion Plans Already Underway
Mack Group has a new application in with the Arizona State Land Trust Department for 1,473 acres to the west of its current site, abutting the Peoria Innovation Core District, according to records from ASLD.
The application states that the land would be used for expansion purposes within Halo Vista’s planned technology district.
The land is subject to public auction through the Arizona State Land Department. No auction date had been set as of this writing.

Auto Mall at Halo Vista
Plans for the auto mall are moving forward on roughly 130 acres at the southwest corner of Carefree Highway and I-17, and already a handful of dealerships intend to locate there.
De Rito Partners Development, Inc. is currently in escrow to purchase the property for the future auto mall, Marty De Rito, CEO of De Rito Partners, told Valley Vibe.
The company began efforts with the City of Phoenix to develop an auto mall approximately nine years ago. De Rito Partners has developed more than two dozen retail projects in the Phoenix metropolitan region, including the Chandler 202 auto mall, and bought 45 retail assets following the last recession.
De Rito Partners will be responsible for developing the infrastructure at the auto mall. A total of 11 lots are available, with five auto dealerships currently in escrow to purchase available lots. These auto groups have not yet specified which auto brands plan to locate within the auto mall.
