Nothing Bundt Cakes and Scooter’s Coffee Ink Leases in Happy Valley Crossroads
A Nothing Bundt Cakes, a Scooter’s Coffee and a new 5,000-square-foot elevated-dining style restaurant with a cocktail bar and patio, is all part of a new retail development by Red Hawk Development Corporation coming to the Norterra area at the intersection of Happy Valley Road and 17th Avenue.
Red Hawk Development Corporation is set to break ground on the construction of two new buildings in the Happy Valley Crossroads Plaza, across from the Learning Experience Early Education Center and the building which houses Mesquite Fresh Street Mex, Pasta Love, Happy Feet Nails & Spa, Pigtails & Crew Cuts and Bricks & Minifigs shops.


The plan features two separate buildings with a signed lease from Scooter’s Coffee in the south building near Happy Valley Road, alongside a vacant 1,300-square-foot space designed to accommodate another pick-up style restaurant with direct exposure to Happy Valley Road. The building to the north will house the Nothing Bundt Cakes, which also has a signed lease, along with another available 1,000-square-foot space adjacent to the space dedicated for the elevated dining restaurant which will be named “The Charles,” Red Hawk Development Managing Director Charles Eckert told Valley Vibe.
Plans for the restaurant will be similar to a “Kierland-style” type of dining.
“Our concept will feature a 20-to-25 item American-fare menu, designed to be the elevated restaurant to serve North Phoenix. It’s going to be a locally owned, locally operated neighborhood restaurant,” Eckert said.




And, with an estimated price tag of $4 million for the restaurant buildout, Eckert is actively seeking investors to help launch the concept. Red Hawk plans to secure a loan for half the restaurant cost, and the remaining equity will come from investor funds. To find out more, contact Charles Eckert at 480-939-4800.
Eckert said the plan for the two buildings are in the final approval stage with the City of Phoenix, and he anticipates buildout could be finished in the fourth quarter of 2025 with tenants like Scooter’s ready in the first quarter of 2026.
Red Hawk Development is also responsible for the development from the corner of 19th Avenue and Happy Valley Road, which houses Circle K, AutoZone, Brakes Plus, the building that houses Mesquite Fresh Street Mex, Pasta Love, Bricks & Minifigs, the Learning Experience, and to the north, a future 2,000-unit apartment complex.
Shops at Norterra Additions
A family fun entertainment center, resale clothing shop and a new Brazilian Steakhouse are among the new additions at The Shops at Norterra.

Harkins Backlot
Norterra’s newest family entertainment center is now open in the Shops at Norterra in the space formerly occupied by Best Buy. Visitors can enjoy 12 interactive bowling lanes, interactive darts, an arcade with video and virtual reality games, sports viewing area with large screens, an outdoor patio with yard games and sports viewing, as well as private event space for parties and corporate events.

Coming Soon & Vacancies
Serra Gaucha, a Southern traditional Brazilian Steakhouse known for its wide selection of meats including steaks, lamb and pork, is planning to open in the fourth quarter of 2025.
State 48recently closed its clothing shop and a salon is planning to take over the space, according to a spokesperson for Shops at Norterra.
Cycle Bar recently vacated and the 2,609-square-foot space has been demoed and is available for a new tenant.
